PLB was created in 1979 and is a taxing entity commonly known as a “Senate Bill 40 Board,” that enters into funding contracts with agencies that serve individuals with developmental disabilities in St. Louis County. PLB ensures funding for a spectrum of high quality services that create opportunities for St. Louis County residents with developmental disabilities to thrive in the home, community, and employment settings of their choosing.
